The Parivarapali the last book of Vinaya piTaka is compiled in the form of a catechism, enabling the reader to make an analytical survey of the Vinaya piTaka. The ParivArapAli explains how rules of the order drawn up to regulate the acts of the monks as well as administrative affairs of the order. It lays down how ßaGghavinicchaya committee, the ßaGgha court, is to be constituted with a body of learned holders of discipline (Vinayadhara), expert in Vinaya rules, to hear and decide all the monastic disputes.

      The ParivArapAli gives general rules and guidance in the spirit of which all ßaGghavinicchaya proceedings are to be conducted for settlements of monastic disputes.
